Maybe outdated IE or malware targeting IE browser itself. Not having that up to date and still being on 2.0 and 3.0 can cause all kinds of problems. I have both Chrome and Firefox on this machine as well, and neither have this problem whatsoever. Some sites (such as this site) are running much faster, whereas others (like Wikipedia) are not. I've also had normal ones where equipment failed or a technician did a poor job of connecting the line to my building.

I tried everything including installing another GIG of memory (much needed anyway) and defragging my hard drive with PerfectDisk but IE 8.0 was still a slug so I downgraded to IE
