And updated the Intel HD Graphics 4600 to a newer version, even if the windows did not detected any update. It's not mouse problems because dragging files works perfectly. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam. I've downloaded Service Pack 1, and after every Update with Windows Update, also Monitor drivers. Anyway, thanks for any help or suggestion! Also happened in games (GTA and Minecraft).

The window seems to catch on an invisible snag and the cursor is actually the thing that shakes. The window will also display tearing artifacts, again only on the external display.
