They even tried to do some other things but it failed. It appears Microsoft changed the URL for this. It's possible the first profile became corrupt. Please download and run Reset Windows Update Tool from the link below: http://go.microsoft.com/?linkid=9665683 2. I tried both ways, but I'm not sure that either worked.

I couldn't wait to get back here to reply. I haven't been able to get SP1 working for the last couple of years and would give it a go every now and then with the 100's of different 'fixes' online I didn't need to do the sfc command because the setupapi.dev.log already had that error in it several times. Do I need SP1 and SP2 to get IE 9?
If you dual boot and the MBR of your primary boot device doesn't have the windows bootloader in it the update may not work. I have been struggling with the error of SP 1 will not install for months. Crazy Microsoft. I havn't installed any programs either, not even anti virus. Thanks so much for this post! I too was frustrated with trying every possible fix I could find - all to no avail.
I'm considering doing a Winows 7 repair install, which hopefully will repair that file, but I also wondered if there is a way to get this particular usbvideo.inf file somewhere else You can copy the program on a CD, Dban program is very easy to use.
